Mr. Melbourne is an industricus
and capable Officer, but I regret that I am unable to re-
-commend his appointment because I do not consider that he
possesses the technical qualifications necessary in an
Officer who will have to replace the Land Officer and
Official Receiver during the latter's absence.

I have therefore to recommend
that a Solicitor with practical knowledge of conveyancing
and bankruptcy work be selected for the appointment of
Assistant Land Officer, and sent out to the Colony as soon
as possible after Mr. Bruce Shepherd's vacation leave ex-
-pires on the 25th. August next.

I attach the usual paper of par-
-ticulars of the office, and I venture to suggest that the
salary should correspond with those in Class III of the
Cadet Officers Classification Scheme viz.:- £420 rising to
£540 by £40 triennially instead of being as at present
£440 to £500 by £30 triennially. In any new appointment
of a Cadet to be Assistant Land Officer for the New Ter-
-ritories the salary would be the same as that now proposed
for the Assistant Land Officer at Hongkong and thus another
of the variations from the Cadet Service Classification
referred to in my Despatch No. 14 dated the 19th. January,
1905,
